Rent controlled apartments in New York City started in 1920 when a severe housing shortage led to high rents and rent strikes. To help remedy the problem, the New York State legislature passed a rent-control program designed to keep costs down and limit baseless evictions. Rent control is now defunct and the only people living in rent-controlled apartments are able to do so if it is inherited from a family member. Essentially a form of nepotism, rent-controlled apartments can be passed down within a family from one person to the next whenever the existing tenant of the apartment vacates or dies.

Rent stabilization is defined as setting maximum rates for annual rent increases and entitles tenants to receive required services from their landlords and have their leases renewed, which protects tenants from sharp increases in rent. About one million apartments in New York City are covered by rent stabilization. Here are four steps for finding a rent stabilized apartment in NYC as posted in an article at CurbedNY

  1. Figure out what rent stabilization is – Rent stabilization mainly applies to buildings with six or more units that were built before 1974, and some new buildings are also rent-stabilized. A household’s annual income must be less than $200,000 to qualify.
  2. Determine which buildings are rent stabilized –  the NYC Division of Housing and Community Renewal (DHCR) offers the Rent Guidelines Board that maintains a list of all buildings registered in NYC.
  3. Make sure you actually sign a rent-stabilized lease – The lease should state that the apartment is rent stabilized, and landlords are legally required to include a rent stabilization rider with the lease. Rent-stabilized leases also must be for one or two years.
  4. Move in and stay put – Landlords are required to renew all rent-stabilized leases, so once you’re settled in your less-than-market rate apartment, you’ll never be forced to give it up.

The definition of affordable housing is when a household spends no more than 30% of its income on rent. New York City Mayor Bill de Blasio plans to create and preserve 200,000 units (including luxury apartment buildings) of affordable housing throughout the five boroughs over 10 years, according to an article posted on www.amny.com. It goes on to detail that the project will cost $41.4 billion and will receive funding from the city, state and federal government. Potential tenants must go through a lottery process to obtain affordable housing in NYC.

Looking into Dumbo apartments for rental ratesI have heard a lot about the quaint section of Brooklyn called DUMBO, which is an acronym for Down Under the Manhattan Bridge Overpass. Wanting to learn more, but not in a position to get there easily, I resorted to YouTube to get my education.

WOW! Who knew there were so many videos about this little section of Brooklyn? I found videos ranging from professional real estate people to people flying drones over the park. NY Habitat published a 2-part series about DUMBO 5 years ago. The video shows all the cool places to visit, how to get to DUMBO from Manhattan and, of course, a short advertisement on staying at their fully furnished vacation rentals and apartments.

Most of the videos are created by individuals showcasing all of the hot spots and touristy areas around the waterfront. They all seem to have a common theme, in that they all mention the great art you will see in the neighborhood, the historic architecture, the views of Manhattan, and the cobblestone streets. I watched 2 videos that were posted 2 months apart and both had a newlywed couple taking wedding pictures by the water.

Eventually, I found a couple of YouTube videos for people that are looking for DUMBO apartment rentals. One of the videos covered three properties available in DUMBO through Two Trees Management. The apartments in the video looked pretty nice, so I went and checked out the company’s website. It took me a little by surprise when I found out the company has 6 properties in DUMBO, and another 3 properties in neighboring Brooklyn Heights.

Renting an apartment in New York is definitely different than renting an apartment in California. I am learning that NYC has a deal called a No Fee rental. Apparently, a lot of complexes use real estate agents to advertise their rentals, and if you find an apartment through one of these agents, you have to pay them a fee that is equal to 10% of the annual rental price. So, I have been instructed to look for apartments that are advertising ‘no fee.’ Which, as you may guess, means that you don’t have to pay an agent that 10% commission.

I haven’t decided for sure if I am switching coasts, I am not sure I can handle the winters or the traffic in New York.

According to therealdeal.com’s April 7th article and their analysis of Department of Buildings filings, the Bronx has 3 construction projects that made the Top 10 Biggest Real Estate Projects Coming to NYC….

  1. 180 East 156th Street, 707 Concourse Village and 702 Grand Concourse, Bronx NYC – This threesome of affordable rental buildings in the Bronx was the largest real estate project filed with the city in March…top of the list. At 212,800 square feet, the Azimuth Development Group is planning to construct the buildings across three separate addresses in Concourse Village.
  2. 570 East 137th Street, Bronx NYC – Perkins Eastman is the architect of Mill Brook Houses which is a non-profit West Side Federation for Senior and Supportive Housing project. The 159 units will be 100 percent affordable, according to the city’s Department of Housing Preservation and Development. Mill Brook Houses ranked fourth on the list.
  3. 3469 Cannon Place, Bronx NYC – Coming in at number eight on the list is the most active developer in the Bronx, the Stagg Group and Marin Architects as the architect. The building would span a total of 82,586 square feet, with 71,601 square feet for residential space which includes 120 units and 10,985 square feet for a community facility.

The above are new constructions but an ol’ tried and true apartment complex in the Bronx is Parkchester . Built in 1942, Parkchester is a planned community originally developed by the Metropolitan Life Insurance Company and located in the southeast Bronx borough of New York City.
